This plaque on the front of the Willard Hotel memorializes a 1922 meeting of 140 World War I Reserve Offices, led by General of the Armies John J. Pershing (whose statue appears across Pennsylvania Avenue) which led to the formation of the Reserve Officers Association of the United States.
